Major Institute of Medicine Panel Recommendations

• That FDA and insurers cover the costs of clinical trials for breast cancer screening tests

• That NCI create a permanent infrastructure for reviewing breast cancer screening modalities, specifically supporting clinical trials every 10 to 15 years

• That FDA alter the market approval process for new breast cancer screening technologies, setting a higher bar for use as a screening tool than for use in diagnosis

• That NCI examine the benefit that older women get from screening mammography
