Tobacco Regulation: Is This the Year?

The combination of the new Obama administration and a Democratically controlled Congress signals a possible early introduction of legislation that would empower the U.S. Food and Drug Administration to regulate sales and marketing of cigarettes. A similarly proposed measure lapsed last year after the House and Senate ran out of time before acting on it.
Advocates for tobacco regulation contend that the bill, expected to be introduced early in the new 111th Congress, would receive added momentum with the new administration. They note that President Obama vigorously supported the proposed measure as a senator. Former President Bush, on the other hand, continually opposed FDA regulation of tobacco.
Although Obama comes into office with many issues to address, among them the economy and the wars in Iraq and Afghanistan, the legislation is still likely to make headway quickly in Congress, where it has gained overwhelming support. Several tobacco groups and public
